"The Wimbledon of Billiards"

This is the 7th annual running of this long-standing tournament which has, in previous years, including participation of pool luminaries such as Mark Gray, Tony Drago and Niels Feijen.

In 2011 this event was held in December, but this year it has been moved forward and the Russian Pyramid Tournament starts on October 29th, and players for the American Pool discipline need to arrive/register on the 31st October.

It's impossible to stress how highly this event is regarded in Moscow, although the fact that it has been proudly called "the Wimbledon of Billiards" by one Russian pundit should give you an idea, and the first events were actually held inside the Kremlin Palace!

I. Goals and objectives
        
Competitions are held in order to promote a pyramid, pool, strengthening international sports relations, identify the strongest athletes improve their skills.

II. Dates and venues of events

International Tournament Billiard "Kremlin Cup" (hereinafter - the tournament) will be held October 29 - November 3, 2012, in Moscow, in the sports complex "Olympic".

Arrival and registration of participants (pyramid) from 12-00 to 19-00
Pairings: from 19-30 to 20-30

Pairings: from 19-30 to 20-30

Draws are held when shooting movies.

                                        Preliminary stage of the game (the pyramid)

Preliminary round games (pool)

Game 1/16, 1/8, 1/4, 1/2 from 10-00 to 20-00

Final Round: 10:00 to 16: 30
Award ceremony and closing ceremony: 17:00

Registration, toss in a billiard center "Olympic".
All games will be held in the sports complex "Olympic" at Olympic Avenue d.16 p.1 "north side" tel.: (495) 786-33-48, (495) 786-32-81.
There also will be awards ceremony and closing ceremony.
                                                                            
III. Placing athletes and representatives

To house the athletes and members are invited to:

1. "Hotel Olympic" sports complex "Olympic".
The cost of 2-bed room: 3315 rubles per day,
Value of the total two-bed room "Economy": 2125 rubles per day,
Value of the total four-bed room "Economy": 875 rubles per day.
2. Hotel BSA sports complex "Luzhniki.
The cost of 2-bed room: 2400 rubles per day.

IASC provides room reservation by October 31 by calling: (495) 786-33-48 and (495) 786-32-81.

IV. Organization and management of the tournament

The tournament is held by the Department of Physical Education and Sports of the City of Moscow and the Moscow Confederation of Billiard Sports. Under the auspices of FBSR and MCP.
Tournament preparation and organization of the event is assigned to the Moscow Confederation of Billiard Sports.
Directly assigned to the tournament organizing committee (organizer).
The organizers of the tournament are: Department of Physical Education and Sport in Moscow, "Moscow Confederation of Billiard Sports" and FGBU "Revision" Russian newspaper ".


                     V. Ensuring the safety of participants and spectators

During competitions strictly guided by the "Provisional Regulations on the procedure for organizing and holding mass cultural, educational, theatrical entertainment, sport and advertising in Moscow", approved by the Mayor of Moscow from 05.10.2000, № 1054-RM, and to recommend use in order Moskomsport from 08.08.2003, № 627-a "Increasing public safety institutions subordinate to the Moscow Sport Committee."


     VI. The conditions and procedure for the tournament
        
The opening and closing ceremonies, mode and schedule of the meeting, as well as specific conditions are determined by the Organizing Committee in conjunction with the Chief Judge, depending on the number of alleged participants.
The tournament is held in accordance with the rules of the game adopted by the International Committee of the pyramid, the world association pool and in accordance with this provision.

Competition on the pyramid consists of two stages:

Preliminary stage.
Preliminary round games are held on the system of leaving after the second defeat: men play up to four victories, the women - to three.

Final stage.
Games are held on the final stage of the Olympic system: men play up to five victories, the women - up to three (men play in the final six victories, the women - up to four).
Third place is not made. Both participants and both participants occupy the third position.

Tournament pool:
All meetings are held to 9 wins.

All issues related to the amended terms and order of the tournament, is not included in this Regulation shall be decided by the Organizing Committee together with the panel of judges.

The tournament is held on the pyramid on the twelve-tables that meet the technical requirements of the International Committee of the pyramid.

             Balls «ARAMITH STANDARD»
             Tournament pool "10" held on nine-foot tables that meet the technical requirements EPBF.
             Cloth «SIMONIS - 760."
             Balls «ARAMITH SUPER PRO».

Uniform of the participants:
-Playing pyramid: black shoes, black pants, monochromatic shirt, vest and bow tie (for men), black shoes, black pants, one-color shirt, vest (for women)
-Playing pool: dark shoes, dark trousers, monochromatic shirt (for men), the black shoes, black pants, monochrome blouse, vest (for women).
Participants dressed not in form, a competition is not allowed.


VII. The overall organization of refereeing

Refereeing at the tournament carries the panel of judges in accordance with the Laws of the Game approved by the International Committee of the pyramid, and in accordance with this Policy.

Personal structure of the panel of judges said the Organizing Committee on the proposal of the Referee competition.


                                                     VIII. Competitors
    
To participate in the competition is open to all interested persons, included in the application of their national federation, in a timely manner by registered and paid the registration fee:
- Men - 6000 rubles
- Women - 4000 rubles
- Athletes playing in the pool - 6000 rubles

Admission fees "pyramid" is till 19:00 pm October 29, 2012
Admission fees "pool" is till 19:00 pm October 31, 2012

Registration for admission is made in the presence of a competition from a physician.
Chairman of the Credentials Committee of the Tournament Mantes Vitaly Mikhailovich, vice president of the IASC.
            Visa support for foreign athletes is the Moscow Confederation of Billiard Sports.
According to the order Minsportturizma RF from 13.05.2009 № 293 "On approval of the mandatory doping control" all athletes should be aware of avoiding the use of drugs on the list of WADA.

IX. Rewarding
    
The winner of the tournament is awarded a medal, a diploma, Cup Tournament, and a special cup "Russian newspaper" and special prizes.
Participants who took 2nd and 3rd places will be awarded medals and relevant diplomas.

Winners of special prizes are awarded.
The prize fund of the tournament:
- Men "pyramid" - 1,500,000 rubles.
- A woman - 1,000,000 rubles.
- The players in the pool - £ 1,500,000.

All expenses for the organization of the tournament and is the Department of Physical Education and Sport (MOSCOMSPORT) in Moscow and the Moscow Confederation of Billiard Sports.
